It is certainly not a very popular request but with the spread of video content on one side and PDF documents on the other, it happens to want to convert a video to PDF in order to transform a movie into a document more easily shareable or printable. On this page we will show a software called Video to PDF Converter, which allows you to create a PDF from a video file.
💡 Need the reverse operation? If you want to convert a PDF into a video slideshow, try PDF to Video Converter.
Every video is made up of thousands of individual frames — still images displayed in rapid sequence to create the illusion of motion. Video to PDF Converter uses intelligent scene detection to identify the most significant frames (i.e. when the scene changes), extracts them as images, and assembles them into a single multi-page PDF document.
The frame rate (expressed in frames per second, or FPS) is the frequency at which consecutive images are displayed. The higher the resolution, the sharper the result. The software handles all of this automatically — you just import the video and click a button.
Below are the detailed steps to follow. It is very simple and accessible to everyone, even less computer-savvy users!
The first thing to do is download and install the program on your PC. Click the button below. The program is compatible with all Windows 10 / 11 systems.
After the download, double-click the .exe file to run the installation wizard. At the end, the main program interface will open automatically.
Click the + Add Video button and select the video you want to convert to PDF. You can also import more than one video at once — the program will process them all and create a single output PDF. Drag & drop onto the file list is also supported.

Before starting the conversion, adjust the Frame Density slider to control how many frames are extracted from the video:
The label next to the slider shows in real time the approximate number of frames per minute that will be extracted.

After clicking ▶ Create PDF, the software extracts the frames and opens a thumbnail grid showing all detected frames. Click any thumbnail to include or exclude it from the final PDF. Use Select All or Deselect All for quick bulk actions. Only the checked frames will be included in the output.

Once you are satisfied with your selection, click ▶ Create PDF in the frame picker window, choose a save location, and the PDF is generated. Each selected frame becomes one page at its original resolution — no compression, no quality loss.

Video to PDF Converter is available in a free version and a PRO version:
To unlock the PRO version, click the ⭐ Upgrade to PRO button at the top of the program and enter your unlock code. You can purchase a license at the link below:
